Present day Lilburn was initially inhabited by the Lower Creek Indians. The Lower Creek Indians used the area primarily for hunting and location of villages. The first cession of the Indian land in the present day Lilburn was in 1818. The government wanted to encourage the settlement of the former Indian lands.  Starting in 1819 Georgia held six land lotteries. The third land lottery, in 1820, pertained to property in Gwinnett County and what is now present day Lilburn. William McDaniel was the winner of the lottery. Upon arrival in the area he built his home near what is now the Lawrenceville Highway and Harmony Grove Road intersection.

In 1887 the Georgia Carolina and Northern Railroad began purchasing property and right of ways for tracks to be laid from Baltimore, Maryland to Atlanta. Around 1890 the railroad began purchasing property in the present day Lilburn area. The railroad called the area McDaniel, after the lottery winner. The Georgia Carolina and Northern Railroad was then acquired by the Seaboard Airline Railway. The railroad laid out the city streets and built the depot. The city was renamed to Lilburn after Lilburn Trigg Myers, who was the superintendent for the Seaboard Airline Railway.
