Here is the update on The New Gwinnett Trash Plan

 

In 2004 Gwinnett County charged Gwinnett Clean and Beautiful, along with it’s Citizens Solid Waste Advisory Board, to develope a solid waste management plan as required by Georgia law. The purpose of the law is to establish a long term plan of action to provide for improved garbage disposal and increased recycling in the state.

Gwinnett County Residential Trash Pick Up Plan Announced

Gwinnett Clean and Beautiful has announced the details regarding the new residential trash pick up plan for Gwinnett County. The county has been divided into six areas with Advanced Disposal Services Atlanta, LLC handling the three northern areas and Waste Pro of Georgia, Inc. handling the three southern areas. This plan goes into effect on January 2, 2009 and encompasses all residents of unincorporated Gwinnett County. Each residence will receive 2 of the 95 gallon wheeled carts, one for trash and the other for recyclables.

How Much Will It Cost

Initially, and through June 30, 2009, the service providers will bill the residents at a rate of $20.45 per month. Then beginning in July residents will stop receiving bills from the providers and a once a year payment, of $214.32 or $17.86 per month, will be paid when the property taxes are paid. This fixed rate will remain in force at least until December 31, 2010. After that time any fee increases must be justified by the provider and brought in front of the Gwinnett Clean and Beautiful Board and would have to receive support from the board. Yard waste pick up is optional and will be billed at a rate of $10.00 per month.

One Benefit

One of the benefits that I forsee from this program is the reduced number of garbage collection trucks and trash out by the curb on various days of the week. Currently in many subdivisions there are multiple providers for trash removal which creates collections on different days along with trash being put out on different days. By going to this plan there will only be one day of the week that trash will be visible at the street.

All of the suggestions from Mack and others on these boards are excellent. There have been so many well thought out solutions here that the central trash “issues ” raised by the Gwinnett BOC have been solved many times over.

So why are they dragging their feet? What’s with all the attitudes and deafness to citizens on Constitution Blvd?

Big Picture View:

In the wise words of Judge Clark ” If this weren’t about money , we wouldn’t be here today.”

“Every other county is doing it.” “Too many different colored garbage trucks.” “Citizen complaints” “40,000 residents without trash pickup” “State mandated” blah blah blah

This is not about solving some manufactured “trash problem”.

We’ve all seen the empty and half built subdivisions.
Gwinnett County has major tax revenue issues on one hand and spending issues (ex:stadium boondoggle) on the other hand.

Suddenly , it is vital to the citizens of Gwinnett that the HOV lanes(weren’t they vital to reducing traffic or carbon or something?) become pay lanes, and that every Gwinnetian must have contracted garbage pickup service which MUST be run by Connie’s Commies at GCBS?

Why did Gwinnett County not just start a county trash pickup and compete with existing services?

Why did Gwinnett County not contract with the existing haulers for trash pickup?

Q: What possible factor could cause a group of politicians to abuse their power to open their own taxpayer funded “business” and shut down the competition in a quiet unpublicized deal ?

A: Money

Q: Why would those politicians then hide behind the skirts of a power-hungry, “non-profit” organization when challenged ?

The Gwinnett County Board of Commissioners has failed, not failed in solving a problem , but rather failed in DEFINING THE PROBLEM AND ANY ACTUAL NEED FOR A GOVERMENT( read taxpayer funded) SOLUTION IN THE FIRST PLACE.

I have YET to hear from ANYBODY what the real problem is.

(Of course I did hear a commissioner mumble something about kids can’t ride bikes in subdivisions due to swarms of garbage trucks or something.)

I have been there and watched the commissioners when questions about The Plan are raised. Nasuti and Bannister are consumed with thoughts of revenge on citizens that sent them “mean” emails. They spent valuable meeting time blabbering about how they would ” get around to ” the senders of the emails questioning their Glorious People’s Garbage Crusade.

Here is the REAL PROBLEM.

But what if they don’t?

And what if you spend WAY more on “it” than you will make for years?

I believe that they had every intention of funding the stadium mess with trash pickup. And since they had no way of competing with existing service , they just eliminated the competition.

I think what we need to address first is the matter of yanking these folks out of GJAC and replacing them with someone interested in fiscal responsibility and accountability to the people and principles of Gwinnett County.

I think that a recall is WAY overdue.

You folks here are smart. Please tell me that I am wrong about this.

I have skimmed through most of the posts, but have a question I don’t think was raised. Was anyone previously with Waste Pro? Waste Pro was our carrier before this whole mess began. I was happy with the service and the fees charged. We paid $45 quarterly for trash pickup and an additional $15 per quarter for yard waste pickup. With the county plan, our cost was going to go up by one third…$60 per quarter plus $30 per quarter for yard waste. I was planning to stay with Waste Pro now that the injunction is in place; however, I spoke with one of their representatives today and found that my fees will not reflect what I was previously paying. I will have to pay the increased amount proposed by the county! So much for loyalty! What now? With all of the discord, am not sure who I should be thinking about switching to. Suggestions?

Well it took about 3 minutes to get through to a live person and here is the scoop for me as far as Waste Pro goes. I spoke with Star who was very pleasant and understanding of the dilemma we all face.

My previous rate was $62.07 per quarter for trash pick up and $24.00 per quarter for yard waste. My new rate for trash pick up is $61.35 per quarter (a slight savings) and $30.00 per quarter for yard waste. The yard waste can be paid annually for $100.00 which would be an increase of $4.00 per year. My total increase annually will amount to $1.12 until the rate decreases in July at which time my cost will decrease.

All current accounts with Waste Pro will be deleted as of today and the new account numbers reflecting the new rates that were contracted with the county will go into effect tomorrow.

Waste Pro’s number is 770-451-9395 for anyone who needs it.

Thank you for the information. I guess for some reason I was paying a lesser rate previously. It doesn’t look like I would find anything substantially less with another company so I guess I will stay and have to swallow the increase. What decrease will be happening in July?

Tracie the decrease I was referring to was the rate that is to be charged annually on the tax bills. Effective 7-1-09 the rate is to be $214.32 per year that will be added to the tax bill or $17.86 per month.

Today I received an automated call from someone representing as from Robertson
Sanitation, with whom I have had service for some time. I was instructed to get a refund from Waste Pro, if I had already paid, as they would continue to pickup my trash. I reside in an area that conforms with the regulations for Waste Pro to be my pickup company. Was this perhaps an error on their part or are their some problems that the county needs to address? I have paid for 3 months with Waste Pro already. Please advise.

Even if it is not added to the tax bill the two approved providers have entered into a contract and the pricing has been established. The agreed to pricing is to be in place until 12-31-2010. Waste Pro has gone to the new pricing as of today. See comment 206.

Charlotte it seems to me that Robertson is trying to hold on to the business they had and are waiting until the last minute to try to do it. This action should have been taken as soon as Judge Clark handed down the injunction. I think the question for you would be, who do you want to be your trash provider as we wait out the legal BS involved with this mess?

I am still urging everyone who can to switch their business to Southern Sanitation or Sanitation Solutions-especially if they were with one of the companies that charged the deactivation fee. I’ve no problem with Waste Pro, but Southern Sanitation-my new hauler- is a few dollars less per quarter.

The new solid waste plan, “A Greener Tomorrow Begins Today,” is more efficient, cost effective, and convenient for homeowners in unincorporated Gwinnett to recycle, resulting in a cleaner and greener environment. With fewer waste trucks on the roads, we’ll experience a reduction in fuel and greenhouse gases, resulting in quieter, safer, and less congested neighborhoods – not to mention less wear and tear on the roads. Residents will receive waste and recycling pick-up from one provider, all on the same day with the convenience of paying the service fee once a year on their tax bill.

The new plan is the result of three years of preparation and input from over 5,000 residents and hundreds of organizations through public hearings, civic, home owners association meetings, community forums, and surveys. Two-thirds of residents indicated they would trade choice of a collection company for the ability to recycle more.

The plan will more than double recycling, from the current 10 percent to at least 23 percent as residents will be able to recycle 35 items. If Gwinnett County were to recycle 23 percent of its solid waste (the current goal), the county would reduce greenhouse gas emissions equivalent to taking 36,533 cars off the road annually. In addition, making new products from recovered materials take less energy – the comparable to the energy used by 14,610 homes a year.

The current average price for garbage and recycling service in Gwinnett is $21 per month. When the program is fully implemented (July 1, 2009), residents will have the convenience of paying $17.86 as a monthly service fee. Click here for a document that compares the old and new plans.

There is a meeting on January 6 at 2 p.m. at GJAC in which the Commission can make the decision to get us back on track. There will also be a press conference at 9:30 a.m. on January 6 at GJAC. I am happy to report that Waste Industries is resuming my trash pickup at the existing prior rate, unlike Waste Pro that is appartently using the BoC fiasco to grab a rate increase. WI is charging me $39 per quarter plus $8/month for yard waste as they have for the past 4 years. Maybe these guys are not as bad as everyone made them out to be; I paid the $23.50 but they are crediting my bill for the same amount.

I’m happy now but I’m afraid Charlie and the BoC are going to launch a full frontal assualt soon against the residents of Gwinnett; I hope we can stand up to the enormous political power these people wield. I saw it with Wayne Hill, and it’s still very much alive today in Lawrenceville. Happy New Year!

@Jeff W I agree with you that the BoC will be launching a full frontal assault to get this “garbage” handled. When that happens and Waste Industries is booted out of the county, will you pay your $23.50 again or tell them to pound sand like you should have this time. I just think they were way off base charging their BS fee to start with (total personal opinion).

I agree with Mack on this one and fired Waste Industries in favor of Southern Sanitation. Waste Industries abused its customers with the deactivation fee instead of standing up to the entity that had harmed them- Gwinnett County. Waste Industries is a huge company with lots of resources (they had their attorneys reply to our Better Business Bureau complaints), yet they left it to the little guys to get (and pay for) Roy Barnes to get this stopped.

Yesterday at http://www.trashgwinnett.com Don posted about the Gwinnett GOP meeting Thursday evening at GJAC at 7:00PM and an important part of the agenda will be discussion on the Trash Plan in Gwinnett County. This morning I was at an early morning meeting that was also attended by Gregory Howard who is the chairman of Gwinnett GOP. Gregory told the group that the meeting Thursday evening is one that everyone should attend. I encourage everyone reading this to attend. Based on a private conversation with Gregory I think everyone will want to be there. BTW I wish I had read Don’s blog yesterday and found out the press conference for this morning had been canceled. Not to worry Don, you are in my feed reader now.

With the GCB being dissolved does this mean that Connie Wiggins and her group no longer have any thing to do with garbage pick up? Hopefully they are out of business for good.

We can do this with out the county adding to our property taxes. That may be one item that upset most citizens. We need competiton to hold cost down and service up.

Mack, you may indeed be right about the $23.50; I dunno, will wait and see. Where I live, the only choice is WI or Allied/BFI and they both charged this fee. All my neighbors got used. Years ago I used to have Robertson, but they left my area and took my can with little notice. I never had any problem with WI until the fee. I would love to support Mr. Johnson and Southern Sanitation, but they don’t serve my area either.

I agree WI is unethical charging the fee. I realize I am taking a gamble in keeping them. But on the other hand I have to give the WI truck crews credit, they have been extra nice the past couple of years every time I talk to them and they have even bent some rules to help me out with some yard waste. I think the employees are good guys, but the bosses may be another thing. I may fire them again whether or not they charge $23.50 again, we will see…

Government steps in, fabricates a problem (Too many trash trucks infesting Gwinnett County), puts forth a poorly thought out solution, and gets to line their pockets with kick-backs from the two companies that are chosen to pick up our trash and make our lives so much better and make our county so much “greener.”

This is the biggest bunch of Bull that you’ll ever see. If you looked up “How can Government screw up a sunny day?” this story would be an example.

My father had a saying that he liked to apply to various situations: “If you give a monkey a bell, he’s gonna ring it.”

If you give a bunch of polticians a little power, they’re gonna abuse it.

I’ve just moved to Gwinnett County. Who the heck do I call about my trash pickup???

In today’s mail was a letter from Advanced Disposal. The letter talks about the service of Advanced disposal being threatened by the court ruling of Judge Clark. It goes on to say that, the contract was awarded by an open and fair process. If this were the case, you would be in business today.

Let me say this, the contract awarded to Advanced Disposal was by Gwinnett Clean and Beautiful Services, NOT ME. You have no contract with me. If you lost money in this process, go after GCB since you signed the contract with them. The citizens of Gwinnett County along with the Companies that brought the suit against GCB did have a good argument. The Judge in this matter ruled according to the law.

If you wish to compete in Gwinnett, please do so. However, do not use the excuse that you lost in court to get me to use your services.

It went on to say they would be by to pick up the EMPTY carts and would be giving refunds in the near future. If we had, any questions to call Gwinnett County at the number listed. Why call the county they have nothing to do with this since the contract was cancelle?.

I have been notified that I have been selected to participate on Commissioner Beaudreau’s citizens committee to come up with ideas of how to best address to solid waste disposal in Gwinnett County. I am looking to the commenters here for how they would like to see the county address this issue. The first meeting of the committee is 1-20-2009. If you have any suggestions feel free to post them here or if you prefer you can send them via private email by utilizing the contact box at the top of this page. I will make certain that all suggestions are heard by the entire committee.

Thanks for taking our ideas. I will try to get to the meeting since it said it is open to the public but I am in the most southern end of the co & may not be able to get there.Here are some of my suggestions:
1. Offer a choice of no fewer than 2 haulers. Many cities & counties that control sanitation pickup offer pick up twice a week(DeKalb Co,Boca Raton, FL + others), New York City offers it 3 days in some areas. So even though you have no choice of who picks it up, you have a choice of which day you put trash out.
2. 95 gallons for recycle cart is probably too large for most people at least at first. San Diego offers 32 gal, 64 gal & 96 gal recycle carts.
3. I like Robertson’s idea of the Recycle bank check it out at http://www.recyclebank.com
4. If we get the word out that Allied/BFI/Robertson customers can recycle those 35 or so items now, Gwinnett should be well on its way to reducing landfill deposits. Our family has already reduced our trash amount & increased our recycle amount these last two weeks since I learned we can recycle all those paper items and all the plastics. Communication is something that really works wonders.
5. If the county just has to have a hand in the billing, as if they don’t have enough things to do now, instead of the property tax bill it makes more sense to put it on the water bill. That way owners with vacant houses won’t be paying for a service they don’t need. Generally water is the one utility people can’t live without. But, it should be like those things on your phone bill where they can’t shut off water service for non-payment.
6.They could go with the current free-market system and just make all haulers agree to accept the 35 items for recycling. I don’t think that reducing the number of garbage trucks is part of the state’s mandate to reduce trash in the landfill.

Please do not permit the county to collect any fees for trash service. This may add to the cost of services as you know they will make a mistake along the way. With all the cutbacks the County is making we do need for them to be involved.

The Roberson idea is the best idea yet. Private enterprise can resolve the issue with out government involment.

Compare what they want to do with trash to what happened with Cable TV. Because there was no competition for so many years, we now pay outrageous bills and get no customer service.
The county could be divided into geographic areas and pickup for those areas be set to a designated day, no matter who the hauler is. I could see limiting the choice of haulers in a given area to 2-3 haulers. Wouldn’t limit the number of trucks much, but would limit the number of days. Without the competition, prices will go up and service will go down. Long term contracts with the county as the payor just won’t work. Require haulers to accept and handle all the recyclables possible and get the word out in Gwinnett about what can be recycled and how to go about doing it. Run campaigns in the schools with flyers for the kids to take home. Have flyers at the libraries, community centers and at businesses who are willing. Require those without trash pickup to provide information about how they are disposing of trash. I don’t think the county should be involved in billing for trash pickup- if they are, sooner or later they will start taking a bigger and bigger cut for other projects. It always works that way.

The state of Georgia’s requirement for reduced recyclables in the landfills is the ONLY reasonable explanation anyone has given for a need for changing anything about existing service.

Here’s a crazy idea.

Leave things alone. We made it through the first of the year and miraculously NOTHING BAD HAPPENED. If there is a problem with the amount of recyclables being picked up , then give the existing haulers tax incentives to encourage recycling by their customers.

If you think that this is not about Gwinnett County making up their budget shortfall ( stadium!) with a new overpriced restrictive and inefficient trash pickup , think again.

I am fine with the way it works now, but Beaudreau said something like “we won’t go back to the way it was,” so I assume that something is going to change. I agree with you that the government’s only involvement should be regulation, taxation and incentive. My water bill idea was a compromise offer for the best of a worst possible situation because I don’t think it should be billed on the property tax bill. Beaudreau asked for “solutions oriented people” but I am not sure if he is really open to ideas differing from his.

Mack and All:

There are many really good ideas that come up in this post, as well as others. The problem is that each one of these ideas are more of a topic for discussion and not a solution in itself.

While blogs are one way of getting the word out, it is very difficult to discuss each topic unless they each have their own post or area. Instead, I think an online forum should be used where each of these topics can be discussed in detail. Forums are also much more easily moderated and kept on topic. These forums should be heavily advertised so every one knows about them. We could use many of the ideas of Louisefour to do this, as well as direct mailings to voter registrations. The forums could be broken down into each of the districts with each commissioner having a moderating roll. It may actually give the commissioners more in site to who and what their constituents are all about. Each district forum should also include at least two additional other citizen moderators, elected by its members. It’s not that I don’t trust our elected commissioners, but the citizen moderators may be able to help communicate any ideas both ways. All of the moderators can then represent its forum in meetings with the BOC or public as a whole.

The BOC and GCB both said there were forums, as well as a fifty member advisory board, used in the previous plan, rejected by us all. I’m not positive, but those forums may have been closed, or if they were public, the average citizen did not know about them or was unable to attend. I know that like most people I was caught off guard when all of this went public, just 3 days after the election. We all feel betrayed and would like to know that we are being heard, especially in a decision this big.

Who will pay the salaries of the 6 people hired to manage the trash pick-up plan. Who are the people and position that will be hired? This is strange when teachers are being let-go.

Is there some group out there that is dedicated to getting the current commissioners out of office? I really want to see these guys gone.

I had WASTE PRO garbage service and they did not pick up garbage on various holiday weeks. When I finally got ahold of someone in the office they told me they would pick it up next week. I told them I should receive credit because they did not pick up the garbage this week and they told me they were picking up 2 weeks worth the next week. I had stinking garbage around for 2 weeks, had to make sure dogs did not drag it all over the yard and neighborhood. When I fired their services they did not come and pick up their can and it has been there for over 1 1/2 years. This garbage service even after I fired them, the neighbors have been having problems since then. I also conveyed this to the Gwinnett Clean and Beautiful, they are DEAF. They got themselves in a bind by putting the contract out their when the citizens of Gwinnett County did not want what they are shoving down their throats. People should have the right to choose. The Robertson Garbage service has provided an excellent service in our neighbor for many years. I hate to loose their services. The clean and beautiful committee should have WASTE PRO for their garbage service provider and have them not picking up their garbage when holidays roll around or just because they might have broke down and don’t have a truck to replace that one. Waste Pro office staff was not friendly or wanting to help the customer when I complained about them not picking up the garbage, they were down right nasty when I called. If they miss picking up my garbage I will be on the clean and beautiful committee office door step complaining.

I thought politics had sunken as low as it could until now ,but this trash fiasco has
outdone Wall Street…and politics has sunk down to the level of ‘GARBAGE’ .
It was bound to happen sooner or later..And where else in the world do we pay
our bills 18 months in advance..some we don’t pay until we actually receive the service. they want to send me a bill, fine, but don’t screw around with my mortgage
escrow account..at least leave me some dignity to pay my own bills without taking the right to do so out of my hands. No say in who I can use, mandatory payment ,
and I can’t even get my new trash company to exchange my trash container. I have
contacted them 3 times…Oh , well, they have their money so customer service goes
out the window. Look out county commissioners…there will be another election day
coming. This is America…supposedly the right to choose….I am ashamed to live
in Gwinnett County..

I’m already displeased with my new trash collectors, but will give the benefit of the doubt for a few weeks before trying to complain to Gwinnett about them. I have Waste Pro and they left garbage cans out in the street rather than returning them to the driveways. Talk about the neighborhood looking bad. Also, they have not delivered a bin for recyclables.
